In November 2007, the people of East Lancashire were told by the East Lancs Hospital Trust Board that moving Accident & Emergency services from Burnley Hospital to Blackburn would improve patient healthcare.

The program to remove the A&E at Burnley included a 'Vision' from the program directors.

This 'vision' was to work towards a perfect health and social care community where there will be:

  • no avoidable deaths or disease
  • no harm
  • no unnecessary pain
  • no waste
  • no delays
  • no feelings of helplessness
  • no inequality.
